CDC Voucher at Hai Guan Seng: use it on anything in store
CDC vouchers work on every item we sell, ceiling fans, switches, bulbs, kettles. How to scan, how to stack with Climate Voucher, and where it differs from the NEA voucher (which is DC-fan only).

Most customers walk into 31 Kelantan Lane thinking the CDC voucher works the same way as the Climate Voucher. Approved product list, narrow set of brands, counter staff checking eligibility before they can scan. It doesn't work like that. Your CDC voucher works on every single item we sell. The Climate Voucher is the one with the rules.
This guide explains the difference, walks through how we redeem at the counter, and shows where stacking the two vouchers makes sense (usually on a ceiling fan over S$400).
CDC Voucher in one paragraph
The Community Development Council Voucher is a Singapore government cash-equivalent voucher given out to every household. You claim it on RedeemSG with Singpass. The balance is split between participating heartland merchants and supermarkets. Hai Guan Seng is on the heartland merchant list. That means anything we stock counts, from a S$4 LED bulb to a S$1,200 KDK ceiling fan. There's no product whitelist for CDC.
CDC vs NEA Climate Voucher, the actual difference
People confuse the two all the time. Here's how they differ at our counter:

The practical takeaway: CDC covers anything; Climate Voucher only covers a DC fan. Use both together if your bill is big enough.
Important
Vouchers are per household, not pooled
You can't combine vouchers from two different households in one transaction. Each Singpass-claimed voucher is tied to one registered address. So a couple sharing a flat uses one household's vouchers; two friends each with their own flat can't pool theirs to pay for one fan together. The counter rings up per household.
What you can buy at Hai Guan Seng with CDC
We stock about 1,300 SKUs. Every one of them is CDC-eligible. The categories that move most on CDC vouchers:
- Ceiling fans. Our range is all DC, KDK from S$368, Fanco B-Star from S$189, Crestar from S$255. CDC has no DC/AC restriction the way Climate Voucher does, so even if you shop AC fans elsewhere they'd still qualify for CDC.
- LED bulbs and lighting. Philips, Osram. S$4 to S$60 per bulb depending on wattage and dimmability.
- Switches and sockets. Schneider AvatarOn, Clipsal. Handy if you're swapping out tired existing switches without rewiring.
- Small appliances. Kettles, induction hobs, table fans. Anything we carry off the shelf.
- Light fittings. Pendants, downlights, batten fittings.
- Wiring, casing, breakers. Mostly the contractor crowd, but homeowners doing small projects can use CDC here too.
If you're a contractor buying for a job, the CDC voucher belongs to the homeowner, not the company. The homeowner pays with their CDC, you bill labour separately.
How redemption works at our counter
Three steps:
- Open RedeemSG on your phone. The CDC voucher tile shows a QR code. Log in with Singpass if your browser hasn't already cached it.
- Scan at the counter. Our POS reads the QR and shows the voucher balance. We deduct whatever you're spending. You pay the difference if there's any left.
- Done. Receipt prints with both lines, voucher applied and remaining balance.
Under a minute, start to finish. We've been on the participating-merchant list since CDC rounds began, so we're not figuring it out for the first time at your turn.
Things that trip people up sometimes:
- Different family member's CDC. Vouchers are per-household, not per-person, so any adult in the household can spend them.
- No phone battery. Bring a power bank. We can't scan vouchers off your NRIC.
- Voucher already used by spouse. The balance shows up in real time. Check RedeemSG before assuming there's something left.
Stacking CDC + Climate Voucher on a ceiling fan
The most common combined transaction is a DC ceiling fan between S$400 and S$900. Here's how the maths works (single household, both vouchers claimed under the same Singpass account or the spouse's):

Climate Voucher always goes first because it's the stricter scheme. Burn it on the eligible item (the DC fan), and your CDC is freed up for everything else: drop rod, extension bracket, light bulb upgrade.
A typical 4-room HDB BTO stacking visit, single household:
- KDK W56WV DC ceiling fan, S$568 → Climate Voucher takes S$400, CDC takes the remaining S$168.
- Two Schneider AvatarOn USB sockets for the bedroom, S$96 → CDC covers it.
- Six Philips dimmable LED bulbs, S$180 → CDC covers it.
- Total bill S$844, total out of pocket S$0 if you have S$444+ left in CDC and the full S$400 in Climate Voucher.
Installation is a separate line. Vouchers cover the product only, not labour. Ceiling fan installation runs S$80 to S$150 depending on ceiling type. We quote on WhatsApp before you commit.
FAQ
Is Hai Guan Seng on the CDC participating merchant list?+
Yes. You'll see the CDC decal on our shopfront at 31 Kelantan Lane #01-10/14.
Can I use CDC vouchers from a different CDC region?+
Yes. All five CDCs (Central, North East, North West, South East, South West) issue the same voucher format and are interchangeable at participating merchants nationally. You don't need to live in the Central Singapore CDC area to spend at us.
Can I combine two households' Climate Vouchers on one fan?+
No. Climate Vouchers are tied to the registered address that claimed them. Two friends or relatives from different addresses can't pool their vouchers in a single transaction. One household's S$400 is the cap per ring-up.
What if my CDC voucher expires before I buy?+
Each round has its own expiry, usually 12 months from issuance. Check RedeemSG; the expiry is printed next to each tile. If you're holding voucher balance and unsure what to spend on, ceiling fans and LED bulbs are the safest big-ticket categories that don't require waiting for stock.
Does CDC cover installation?+
No. Both CDC and Climate Voucher cover product only. Installation is invoiced separately by our installer team.
Can I split one purchase across CDC, Climate Voucher and cash?+
Yes. We process them in sequence at the counter: Climate Voucher first (if eligible), then CDC, then any payment method for the remainder (PayNow, GrabPay, card, cash).
Do you give a receipt I can use for accounting?+
Standard GST-inclusive receipts. CDC and Climate Voucher transactions show as separate lines so your records are clear.
I'm not Singaporean. Can my spouse spend their CDC at your shop?+
CDC vouchers belong to the household and are claimed by one eligible member. If your spouse claims them on their Singpass, they spend them at the counter. We don't check which spouse it came from. The voucher itself is the proof.

We're at 31 Kelantan Lane #01-10/14, three minutes' walk from Jalan Besar MRT (DT22). Open Monday to Friday 8am to 4:30pm, Saturday 8am to 2:30pm. WhatsApp +65 8302 4888 first if you want a fan reserved before you come down. The voucher scan itself has to happen in person. Both CDC and NEA require that.
